Mrs. Rose Huntsman acquired the Brazos Lodge Estates through a land grant and had been operating a chiropractic treatment center in the area for many years. Her first husband built twelve original cabins (some of which are still being used today) and the original furniture by hand, from the trees in the area.

The Brazos Lodge Corporation was formed by Ray Knapp and Bob Hobson, principal stockholders in a 19-man corporation in December of 1961. They purchased 1000 acres including the Brazos Lodge from Mrs. Huntsman and her son Charles Sableman. The original plans for the area included skiing, ice skating, riding stables, golfing, fishing and an indoor swimming pool, with rental cabins and a restaurant available year round.

The Brazos Lodge Corporation began selling land to interested parties in late 1961. The first cabins on the purchased lots were begun in the summer of 1962. There was no water or electricity that first summer. Most of the sawing was done by hand and water was carried from the Brazos Lodge area. The roads were only trails at the time. By 1963 water and electricity became available to some areas.

The Upper Brazos Property Owner's Association (UBPOA) was formed in 1971 to protect the property of the area after a series of break-ins to several cabins. The Association also regulates basic activities of the area to promote a neighborly environment as well as to preserve the natural surroundings as much as possible.

WHY HAVE UBPOA? by Janis Chafins, Board Member

With only about 1/3 of the Upper Brazos Property Owner’s paying their annual dues to UBPOA and about 1/4 or less attending the annual meeting and the Labor Day Potluck, this is a question we as UBPOA board members have been asking ourselves.

UBPOA board members are volunteers who are voted onto the board by paying members. It can, at times, be a very rewarding position and at other times a pretty thank-less job. So, why do it?

As we started to evaluate the purpose and accomplishments of the UBPOA, it helped us bring it all into perspective and realize why we have UBPOA and what we do to serve the community we represent. Below are some of our goals and objectives that we have obtained, or continue to work on that we feel we should share with our members and non-members.

We as an association endeavor to:

  • Maintain the beauty and serenity of the Brazos through a set of Covenants.
  • Protect and support the natural wild life in the Brazos with hay, a deer feed shed and people to put out deer feed during the winter season when food is not as plentiful.
  • Help enforce the Rio Arriba County leash laws for pets by trying to educate their owners of the dangers to both their pets and the wildlife if pets are allowed to run loose.
  • Maintain the UBPOA pond, which is not only a beautiful fishing spot ideal for children and adults, but also available for a water supply for the Fire Department in case of an area fire.
  • Pay for taxes and liability insurance for the pond and deer shed properties.
  • Oversee the maintenance of the area roads.
  • Support our local Brazos Canyon Volunteer Fire Department with financial donations for equipment, road maintenance, pond access, publicity and opportunities to clean and fire safe our properties. This past summer we arranged to have a dumpster for pine needles for all area residences as well as a chipper to help clean up the properties. We hope to do the same this summer.
  • Offer a reward and post signs to deter burglaries and damage to property owners' residences.
  • Work with the Rio Arriba County environmental agencies to provide solutions to problems such as trash pickup and dumpsters.
  • Keep members informed as new issues and problems arise through letters, website, emails as well as other types of communication.
  • Help address various issues through the formation and action of volunteer committees.
  • Keep our members informed on community happenings in Chama and the surrounding area and to educate them on living in harmony with our local wildlife (such as our brown bear visitors).
  • Provide opportunities for food, fun, fellowship and an opportunity to share and work on the joys of the Brazos as well as the area's concerns.


A little serendipity happened as a result of the UBPOA's donation last year to the Fire Department to purchase oxygen and equipment for their First Responder team. One of our members had a medical emergency right after the Fire Department had purchased this oxygen equipment. Chief Michael Hays and First Responder Laurel Baker were able to respond immediately and give the member the emergency assistance needed.

This is just one example of why we have UBPOA and it can only be as successful as the members who support it.

Keep in mind that all of these things are done "as we are able" and are works in progress. We cannot do it without more help! In retrospect, the UBPOA is an important aspect of our community and we need your support to continue its work. We need people to run for the open spots on the board, pay membership dues and encourage neighbors to do the same. We also need continued donations for the Pond, Deer and Road funds in order to continue these important functions of the Brazos area. We are a beautiful but small community and we need everyone's help and participation to maintain and make a difference.

General Meeting at the Fire Station

The Upper Brazos Property Owner's Association is an organization comprised of property owners in the Brazos Lodge Estates area. The Associations purpose is to provide group services to the property owners. It is governed by a nine-member elected board, with each member serving a three-year term. The board consists of a President, Vice-President, Secretary, Treasurer and five general board members. The board follows guidelines set forth in the UBPOA By-Laws and Covenants.

Membership dues are paid yearly to cover expenses. All paid members receive a copy of the Handbook and an annual membership sticker. All Upper Brazos residents are encouraged to join the Association and to share in its responsibilities. The Association itself owns properties in the area on which the Wil-Rin Pond and the storage shed are located. The Association pays Rio Arriba taxes and a liability insurance policy on these properties.

The Association maintains a deer feed fund, made up of donations. This fund is utilized to feed the deer throughout the winter. The area deer herd is protected since no hunting is allowed in the area. All New Mexico Fish and Game Department laws apply in this area.

The Association also maintains a pond fund, also made of donations. This fund is available to pond maintenance and repair as needed. The Wil-Rin Pond and the Brazos River are stocked by the state.

The New Mexico State Highway Department maintains State Road 512. The Association is responsible in contacting the Highway Department in case of any problems concerning road conditions, including the posting of signs at dangerous points along SR 512. All other roads are private property of the area and must be maintained by the property owners. The Association bills an annual road assessment to area residents to help pay for repair and maintenance of all these private roads. The Association also places and maintains road signs on the residential roads.

The annual UBPOA membership meeting is held in Albuquerque in the spring. Elections of board members are held at this meeting. The Association also has an annual wiener roast in the spring and a potluck picnic each Labor Day , both of which are held in the Brazos area. All property owners are encouraged to attend any or all of these events.

The Association sends out periodic newsletters to inform its members of any items concerning the area, including the scheduling of the various activities. Please check Activities for current events. The Association maintains a bulletin board that has any upcoming events posted. The bulletin board is located on SR 512 across from the Cliff View Restaurant.

Administrative

The Administrative Fund is made up of money received from annual dues. Bills paid from this fund are:

  • Rio Arriba taxes on the deer shed and pond
  • Liability insurance on the deer shed and pond
  • State Corporation annual fee
  • Brazos Mutual Domestic Water annual fee
  • Fire Department donations
  • Printing and mailing costs of the periodic newsletters
  • Printing costs of the UBPOA Handbook
  • Costs of the annual dues stickers
  • Picnic and other events food and supplies
  • Winter snow plowing charges (from SR 512 to deer shed)
  • Bulletin board expenses
  • Miscellaneous expenses

Road

The Road Fund is made up of donations received. Bills paid from this fund are:

  • Roadwork and maintenance on all area roads (except SR 512 and Enchantarama roads)
  • Maintenance and placement of area road signs

TRASH DISPOSAL

The Rio Arriba County Environmental Department provides periodic trash pickup along State Road 512. The board is working closely with the Environmental Department to have large dumpsters or compactors in various area locations. The County bills all Rio Arriba property owners annually for this service. With the area wild life in the Brazos area the Association recommends that only yard trash be placed along SR 512. Any kitchen trash should be placed only in the dumpster's or compactors. Please do not leave trash out that your Brazos neighbors will have to clean up.

In the future, a dumpster will be located across from Cliffview Restaurant. Special Use requirements will be sent to all property owners in the area. Only Paying customers of the North Central Solid Waste Authority will be allowed to use the dumpster in the future.

The County Transfer Station is located in Tierra Amarilla, NM . A paid County bill is required to utilize the transfer station for house hold trash only. Pine needles are accepted. It is illegal to dump trash along State highways or in the roadside barrels.

The Transfer Station also can be used for large items or building materials. A special permit from the County Treasurers Office in Terrra Merrill is required for these items.

The transfer station is open 8:00am to 4:00pm,Thursday thru Saturday.

CABIN WATCH

Cabin Watch Sign

Cabin Watch was implemented in 1997 by the UBPOA Board of Directors. It is based on the same ideals and principles as any Neighborhood Watch in America. All cabin and lot owners are encouraged to participate in this activity. Always keep an eye out for any unusual activities. If you notice anything out of the ordinary or any property damage, please contact the appropriate property owner if possible, or a UBPOA board member promptly. If you discover a break-in, please contact the State Police in Chama (1-756-2319) or the Tierra Amarilla Sheriff's Department (1-588-7251) as soon as possible.

The Association maintains a Reward Fund of up to $2000.00 to be awarded for information leading to the apprehension, arrest and conviction of any person(s) committing criminal damage against property (real or personal) of any member of the Association.
